Circular spots on baseboard

hi

i have just purchased a new build flat and today i noticed four circular spots on the baseboard which i am not sure whether are new or existing. this baseboard sits underneath my radiator and is on the opposite side of the wall of my bathroom shower. i am a little worried whether it might be a leak or not? what do you guys think it could be?

Looks like tannin bleed. A coat of oil base or pigmented shellac primer over the stain will seal it - then touch up with your trim enamel.

maybe a nail in the trim that is rusting and starting to bleed through the paint?

if you zoom in, you can see by the grain of the wood that it's a knot that is bleeding sap or tannin, as marksr said.
