Fixing dry wall hole

This is an extremely badly built old home. There's drywall on top, beneath it is some kind of paper'ish board, and beneath it is vapour barrier. How do I finish this mess. It is ugly as well.

I thought it looked like concrete behind it but like SS I couldn't tell for sure. Is it above or below grade?
