Latex Painted Wall Peeled

I want to repaint a wall that was painted 16 years ago with latex paint. There are several spots that show where the latex paint peeled and was painted over. I want to repaint the walls white, but I have a concern that the white paint will intensify the imperfections of the latex paint. What should I do the prepare the wall for repainting?

You need to remove anything that is loose and patch with drywall compound, sand smooth and several coats of primer.

This needs to be all smooth and feathered out over a larger area than the repair spot so that it all blends into one smooth wall!

I'd scuff sand the wall and then apply joint compound as needed to make it smooth. After it dries, sand and remove the sanding dust. Double check to make sure you are happy with the finish. One coat of primer is sufficient although a 2nd coat would help with coverage. I'd apply 1 coat of primer and 2 coats of finish.
