Welcome to the forums.

Spray foam can be dangerous if not used/installed properly.
It expands as it dries so care must be taken to not blow the wall open.

Is this a wall between you and a neighbor ?
Is this a proper apartment/condo situation or a converted house ?

A proper apartment should already have insulation in the walls.
Most apts/condos are double sheetrocked for fire stop too.

What do you mean by water wall? Is this the wall that has the plumbing for both units? And you can't do much on their side unless they cooperate, which they might. Maybe they think you are loud too? Then you can both work it out.

I have personally "plumped" the drywall on a wall cavity by filling it with spray foam, and would advise against it.
