Looks like holes for a towel bar bracket.
Plaster isn't forgiving when it comes to mounting things thru it.
You should have wood lathe behind it.
At this point I'd use 1/8" toggle bolts for mounting. You can get them almost everywhere.
You may have to enlarge the holes slightly to get the toggle thru.
They will hold without fail.
Toggle bolts like PJmax showed are good. There are also some other styles of insert/molly+ that expand or flip a bar across on the back side of the hole to squeeze the plaster. You do not want a molly or insert that expands inside the hole like is used in brick or cement block.

Yesterday we moved some items temporarily to a neighbor's house. We're picking them up tomorrow.
Today we found out that the neighbor had a home inspection, and they have mold in the closet of the bedroom where we stored the items.
The closet door has been open the whole time our belongings have been in that room.
Should we be concerned about mold spores getting on these items?
Some of the things are fabric covered, but most are in cardboard boxes.
I'm wondering if we should just trash the fabric covered items??
The items that are in cardboard boxes that are sealed with tape.....how likely is it that mold spores will have affected what's in the cardboard boxes? Should we clean what's in the boxes?? With what??
I also had some decorative door wreaths made of grapevine. They have ribbons and other decorative items on them. Would those need to be cleaned? With what??

I previously asked a question about popcorn ceilings and your responses were helpful but this got me wondering about a textured living room ceiling we had in our old home. The only room in the house that had a bit of a design in the ceiling was in the living room and now I have learned that old paints may have had asbestos in them! The house was owned by a number of people before we purchased the house and obviously the ceilings were painted a number of times over the years but while we owned the home we installed track lighting in the living room. So my question is did we create a hazard in the entire house by doing so? I am having a bit of a meltdown as we still own furniture pieces that were in that home. My husband says I am being irrational but I am worried for our health and that of our friends and family. Any sane advice is appreciated.
