Bubbling and cracks in wall?

Can anyone let me know what the issue is here? Itís so horrible to look at and just want to resolve it asap

That odd texture right at the bottom corner of a window is suspicious. I would inspect for signs of water damage.

Looks like someone with a sponge tried to texture a spot to hide something. So you would start by sanding all that off until it's smooth. The cracks on the corner bead need to be filled, taped, (look into fibafuse) and floated out with joint compound. It will take several coats to get it smooth enough to paint.

How old is the house? This looks like plaster to me. This is from water. How long has it been like this? Is it getting worse? What is on the other side of this wall?

The advice above is correct but correct the water intrusion first/
