Need help with ugly walls

When we bought our house 4 years ago we had good intentions to redo the living room. Let me explain. The people we bought it from had started to "remodel" (I use that term loosely). They had put 1 x 4 rough boards half way up the walls then put a textured mess the rest of the way up. Looks kind of like what's on a ceiling. Anyway its rough and textured. Rather than remove all this "stuff" does anyone have any advice on how to paint it. AND how about the boards that are glued to the walls. Yes I said glued. If I reglue them can I paint them? My DH is really not enthusiastic about putting up new drywall. Help!!!! Thanks!

Get a roller pad w/ a heavier/thicker nap to paint over the textured stuff. It's a real pain to paint over textured walls. You may want to go over to your local HD and eyeball the wall paneling. Plain white panelling is available.
