basement walls for waterproofing

The paint on my basement wall is effevesing,bubbling, andflaking from the moisture that comes through the walls after a rain. How do I prepare the walls to be waterproofed?

This does not appear to be a serious problem.The walls have not been painted in 15yrs.

How do I get thebubbley paint off ?chemicals or scraper?

waterproofing inside is temporary at best...

The only long term solution is to waterproof from the outside. Hydrostatic pressure will eventually cause the inside waaterproofing to fail.

Look in the basement forum and you'll see a post where Drylock is not working for a h/o.
