what's best for noise?

I recently talked with a drywall hanger who told me to save my money and don't insulate the ceiling in my basement. He said that it won't do much more than the 1/2" drywall anyway. Is this true? Is there any noticable value in putting R-11 in the floor joists?

I finished my basement several years ago. I insulated the walls but not the ceiling. Noise hasn't been a problem and I have a couple of teenagers!!!

Almost all of the noise comes up the steps and through the ductwork. Very little is transmitted thru the floor.
