When using rigid insulation to insulate a wall, is the insulation placed over the furring strips or between them?

Dow makes an 1 1/2" thick rigid polystyrene board which is notched on the ends to accomadate installing a 1 x 4 furring strip over the top of the foam, thus leaving the furring strips level with the rigid board and 3/4" rigid board behind the furring strips ..
