I need to no if I can use blown insulation on top of wires in the floor or should I insulate the floor at all between the 2x6's???? The wires are cloth wrapped with insulators.

It is not a good idea to blow in cellulose. But you can blow in wool (a light weight fiber material). It is not easy to blow floors with such a small depth. You may want to use batts and leave some clearance around the wires so you don't push them together.

Of course the right answer is to replace the wire.

Thanks for the help that is what I wanted to hear. I wanted to replace it also but I will not replace those wires myself I will have to have someone do it for me. I think otherwise it could be shocking.
