drywall tape falling

the drywall tape is falling, the ceiling is textured, where do I start? Do I retape? Or do I need to remove the old texturing, and restart?

Cut away the loose tape and any loose material. Retape the joint and finish. Retexture over the patch. If you have acoustic texture scrape an area about 12 inches around the patch then retexture. Depending on the age you may have to paint the entire ceiling. If you have knock down then use a sponge and really feather the edges of your patch so the patch doesn't show.
