Heat Trap Nipples

I just purchaser a replacement AO Smith Promax 50 gal hot water tank and along with the instruction bag came two steel close nipples lined with blue plastic and small black flappers inside. The parts list calls these out as " External Heat Trap Nipples" but I can't find any reference how they work or even if they are needed. Any Advise?

They are used to gain a few extra decimal points of energyefficiency, necessary to comply with Fed. Energy standards of Jan. 2004.

They tend to minimize convection flow of heated water up the hot pipe in between uses, and also migration of warm water up and out the dip tube on the cold side. The plastic lining makes it a dielectric nipple, meaning water cannot contact the metal nipple, hence no dissimilar metal corrosion between the nipple and the copper pipes.
