Water heater ??

I have a 30 gal hot water heater. During the day, there is no hot water. In the evening....plenty. I suspect that the heater is on a timer. Where would this timer be located so that I can turn it off?

It might be located near the tank, by the basement stairs or by the circuit breaker box.

My youngest son used to own a mobile home that had an elec co. installed/operated relay [?] on the water heater. It was located where the water heater power supply entered the wall. I don't know if it could be bypassed since he never had any issues with it.
