We have put in new elements and two new resets. What could be causing this?

What about the thermostat? I have a sears WH that does the same thing and I've replaced the thermostat twice

What happens with mine is the water overheats and then trips the reset button - is that what your's is doing? Mine takes spells, it will work correctly for a month or so and other times it will kick the reset daily. It's been this way for several years. Sooner or later I hope to remodel the bath and bed rm next to it and also plan to relocate the WH at that time..... with a new unit

marksr, are you sure you elements arent the problem? is the water getting to hot? the elements can short to ground which will allow them to keep heating even if the t-stat shuts off.

No, I'm not sure

It's an intermittent problem and I plan to remodel and move and replace the WH then.
