Fagor Electric Water Heater Safety Valve Leaking

I have a fagor electric water (RB-100 N3) in our apartment in portugal.The spring loaded safety valve leaks water when using the hot water.The block has 8 apartments and some of the others are having the same problem.These were all installed last year and have been doing this ever since.

Any help would be appriciated.

Not really knowing your system, I will make a general observation. Over here, the safety valve on water heaters will open up on TEMPERATURE too high, OR PRESSURE too high. They are set for 200F and 150 PSI. If either the temp or pressure gets up towards that area, they can start to drip. If the set point is reached, the safety would be full open.

I wonder if there's a check valve in the line and no expansion tank...
