Question Factory wiring AO Smith Electric Water Heater

ON The wiring diagram of a two element unit , The upper heating thermostat disconnects one leg of the 220 Volt power to the lower Thermostat while it is calling for heat. When it reaches the desired temperature,it shuts off and restores power to the lower thermostat.This unit is operating at 50% of usable power,but does not raise water temperature fast enough.This is the factory wiring diagram. (Why ?)

Since hot water is drawn off the top of the tank (and hot water rises) thats the part that needs to be heated first.

If both elements came on at once it would also draw twice as many amps, requiring much heavier wiring and ckt breakers.
