gas water heater will not ignite, gas been off for 3 months

my gas water heater will not ignite the main burner, the pilot light is working ok, water heater & gas has been turned off for 3 months now we are having problems with the main burner igniting. Could it be moisture from water heater being outside in a room off my garage & sitting on a concrete floor & maybe causing a buildup on burner, if so how to clean the burner?

The pilot is on? Standing pilot?
Is the gas valve turned from pilot to on?

If so is the t stat on the front of the gas valve turned on?

If so tighten where the t couple goes into the gas valve. Sometimes they are loose. Thats the copper looking wire.

Its rare it would be the gas valve, but it could be.

What is the make and model and age.
