Can't get Water Heater to light!

Can't get Water Heater to light!

The gas was off for a few hours today, and now that it is back on everything works except the hot water heater. It is a 4 yr old A. O. Smith Promax. I've gone through the relight process a dozen times, but nothing. Shouldn't I be seeing a spark at least, when I look through the little window? The unit worked just fine until the shutoff today. I called the gas provider and they suggested I keep trying to clear air from the line. How long should that take? We've held the button down for several minutes.

HELP!

Not a water heater pro but does it have a standing pilot, electronic spark, or does it have a pitzo(sp?) sparker like on a gas grill? Do you smell any gas? If you don't smell gas it is not getting any.

Why was your gas off? If the gas utility shut it off to work on the lines outside, it is generally their responsibility to relight all pilots for all affected customers and assure that all appliances are working before they leave the site.
