Problem: On-demand HWH regulator

Background:

- VERY remote location (too expensive to bring in a professional)
- An out-building not a home
- Mild climate (lows = freezing, highs= 25C/85F)
- Wet windters, dry summers
- 260 ft above sea level
- I've been using this setup for 5 years but it was lightly used for several years before that

Current setup:

(2) 20lb propane tanks
-> flexible (rubber hoses)
-> Marshall 605H flip/flop regulator
-> copper
-> shut-off
-> copper
-> Maxitrol 325-3BL regulator
-> shut-off
-> Bosch on-demand WR400-1K hot water heater

This setup has worked fine for 1 year

What it's doing:

Flames visibly surge in the HWH, sometimes so low that the flames go out entirely.

Any ideas?

Bonus question: is there an inexpensive tool to measure the gas pressure at the the pressure tap?

Oh ... and here are specs for the parts:

I could not find specs for the Marshall 605H, but all their products seem to output a fixed 11"WC
