two water heaters in series but not manifold output?

We recently bought a house with two hot water heaters in series. I just noticed that each water heater has it's own hot water output which serves different areas of our house. It's my understanding that hot water heaters in series are efficient if they serve one circuit--one manifold output. Are hot water heaters sometimes set-up the way that ours is and is there are more efficient way to have them set-up?

Parallel is the most common.Are you sure they are in series?
