Water heater

I started cutting of my water heater from the breaker to try and save money now tge water won't get hot when I turned it back on! What could be wrong it's neen like 2 hours since I turned it on

Welcome to the forums!

Are you sure both sides of the breaker flipped like they are supposed to? Do you have a meter to check for power at the WH?

Yes both sides flipped! I just bought a multimeter to check element and both top and bottom read 13.2 and 13.4

I think that you have your meter set to ohms and are measuring the resistance of the elements.

You need to set it to the proper AC voltage range to check for voltage.
