newbie indirect-fired hot water heater question

I have a 6 yo amtrol boilermate classic indirect-fired hot water heater. Today i noticed a small amount of water collecting behind the blue coating which encases the heater. It created a bubble about 1/3 of the way down the side. i made a tiny hole and noticed it had sludge like water in it. No water on the ground and I did not see any obvious leakage from any of the outside connections. some rust like streaks going down the tank. Is it possible that the tank cracked? could it be build up in the connection? any thoughts would be very helpful.

Start from the top. See if anything is wet where the pipes connect to the heater. If you can't find anything, clean everything with a rag. Then see if the stains reappear.
