tankless hot water heater help

looking for help i have a tankless water heater i noties when i flush my toilet when its done filling my water heater clicks on for a sec. any ideas how to fix this

Does it happen if you run the shower?

No if just goes on when the toilet shuts off its like I get a back surge to the tank

I can't imagine why the toilet would do that & not the shower or another fixture. Flush the toilet while the cold water is running in the sink. Does it happen then?

Very rarely a mixing valve is used on a toilet to prevent sweating. In that case a toilet would use both hot and cold water when flushed.

No just when I flush toilet can it be the toilet valve it seems to fill the toilet fast and then the float valve seems to shut hard or fast
