Electric Hot Water Heater Question

First Of all I know I need a New Hot Water Heater! but I would like to have a few questions answered before I replace this unit. I live in Florida near the water and the salt takes it's toll on everything here! I have an Electric Hot water heater, it's a short 30 Gallon RUUD unit, 240 volts, it is enclosed in the same closet with my A/C unit above it. In the past year a considerable amount of rust has built up around the lower bottom Ring area, what I would like to know, ...Is the hot water right inside this outer rusting metal skin? ..or is there some sort of tank inside there?

There's a tank inside. If the outer jacket is rusting at the bottom, it's a pretty good indication that something is leaking, either the tank itself, of one of the fittings going in. The water runs down, saturates the insulation and the bottom rusts out.
