Leaking GE SG50T12TXK Water Heater

My water heater is 3 years old and is leaking. There are no online manuals available and it's out of warranty. There is a side spigot. I'm assuming it's some sort of drain valve, except that it's not at the bottom of the water heater. It is dripping water. I tightened it to no avail. Any suggestions before I call an expensive plumber?

That's the drain.
When's the last time you connected a garden hose to it and drained out some of the sediment in the bottom of the tank.
Suppose to do it at least once a year.
Doing that may wash out whatever's causing it to leak.
Sill leaking go get yourself a cap and forget it.
