It's probably the thermocouple device. Turn off gas valve and turn off WH gas control valve.
Open the burner door and you will see thermocouple is a small probe near pilot flame. It has a very small tube that connect to Control Valve.
The coupler senses the pilot flame and will shut off gas if no flame is detected. In your case, the coupler is probably bad and is shutting off the gas.

If you can remove it, you can take it to the store and you should be able to purchase a new one that fits.
Take note of how old one was installed and aligned and replace exactly as old one.
Turn gas back on and relight as normal.

Edit: I called it a tube, It's more of a wire. Do not remove pilot gas tube.
