t&p question

On a new water heater, are T&P valves installed at the factory or does the installer do it on site?

They come with a T&P valve installed.

reason I ask, is I replaced one and it didn't seem like it was all that tight to begin with. I couldn't tell if they used tape or dope on the connection either.....

seemed more like a tiny bit of dope on it. Not as much as I would normally put on a connection.

do they use tape or dope?

Most people, including professional plumbers, use way more Teflon tape or pipe joint compound than is really needed. All you need of the paste type is enough to fill two or three full threads from the root to the crest, anymore is wasted. Keep any tape or compound back a minimum of two threads from the outer edge.
