Water heater discharges water

My water heater starts running when we flush the toilet. it drains outside but we have to manually turn it off and later turn it back on. If we don't turn it off when we leave the house, we will come home to find it running and once it flooded the garage.

OK so what's "running" is it the relief valve on the tank?
City water or well?
Is there a pressure tank in the cold water line to the heater?

Welcome to the forums.

Water heaters are not supposed to discharge water like that. Is it coming out of the T & P relief valve on the side of the water heater ?

Is the water excessively hot coming out of the hot water taps ?
Is it gas or electric ?
Do you have city water ?
