Cold water supply pipe is hot

So I was visiting my friend at his new place and was surprised to feel that his cold water supply to 50Gallon water tank was really hot for about 10-12 inches.

My water heater cold supply is actually cold all the way into the connection.

We checked it few times....even after no hot water was run and the burner wasn't on for a while.

What is causing so much hot water back up in his case ?

Maybe the check valve on the water heater inlet fell out or is not working.

is the check valve integral to the water heater ?
I don't recall seeing a check valve installed on any pipes going to the water heater....just a standard 3/4 inch shut off valve.

Normally they come already installed in water heater but they are a plastic/rubber thingy pushed into the inlet. It may be damaged, fallen out or someone may have picked it out when installing the unit. I had a helper once stick a screwdriver in to pull it out because he didn't know what it was. Crazy stuff can happen.
