Pilot won't light on water heater
Changed the thermocouple but the pilot will not light. It's not a case of the pilot going out, it won't light in the first place. The burner works so I'm getting gas. Any suggestions?

If the pilot doesn't light.... the burner cannot operate.
How are you testing the burner ??
The pilot will light even with a bad thermocouple. The TC only locks the gas valve on from the heat of the pilot flame.

While you are holding down the pilot button will the pilot light stay on when lit with a match?
Did something hit the water heater at the control box and crush the tube that feeds gas to the pilot light?

That leaves two possibilities..... defective gas valves or plugged pilot orifice.
I'd try removing the pilot gas line from the valve. Now push the button down and see if you get gas. If you do .... the pilot line/orifice is plugged.
