Gas hot water heater rusted

I am going to replace my gas hot water heater as soon as I can afford to buy one and with the old one leaking from the bottom is it okay for me to turn off the water supply on top and also the gas supply?

Yes and yes, definitely.

This is not foolproof in keeping the basement dry because some faucets upstairs may let cold water into the empty hot water pipes and this water will fall back down the hot pipes and into the heater and onto the floor.
