New water heater slower flow?

Hi,
Just got a new Rheem water heater (Professional installer grade)
The hot water is not coming out as fast as the old State model

. (see old and new at end of post)

What would you think the trouble is?
What should I ask the installer? (Aside from Why? or fix it please?)

I am sure about the impedance:

Hot is not as fast as the cold water...Hot water: 19 seconds to fill a quart size cup
Cold water: 14 seconds to fill the same cup.

My Delta faucet has a splash guard feature. The cone was twice as large before the replacement Water heater.

This one does have an expansion chamber, the old one did not.

Are those heat trap nipples on the new water heater? My guess is that they are and that they are slowing down the hot water flow out of the heater.

By the way, the thermal expansion tank should connect to the cold water supply piping between the water heater shut off valve and the water heater.
