No hot water

No hot water

Turn off electric and checked heater to make sure. Both elements unwired and checked and showing resistance. What do I do next.

You need to confirm 240vAC to the top of the upper thermostat.

And then confirm 240 volts at each element as the thermostats call for heat. When an element shows 240 volts to it, use a snap around amp meter (aka Amprobe) to check for current draw. If no current is being drawn the element is bad.
