Water Softner not draining

Water Softner not draining
I have a Kenmore demand water softener, recently the water has not been soft at all. So, I cleaned the venturi valve and screens. Now there is water in the tank up to the top of the salt which is about two bags. So what do I do now?

OK so I have done a bit more testing from the owners manual.

There is plenty of water entering the watersoftner and brine well, I have rechecked the venturi... The drain is great what do I check next.

Put the unit on bypass. Advance it to the brine draw cycle. Pull the clip from the venturi housing and remove housing. Make sure both oring are removed. Slowly put unit back into service. Watch the 2 ports on the side of the unit. If water comes out of both ports, the figure 8 oring is bad.
