Either the TDS meter or softener is not working. The TDS should elevate after the softener as the softness minerals exceed the hardness minerals.

Try it on bottled water, distilled and see what happens.

Is the TDS meter calibrated, new or digital? What increments does it show? Base 10? Is it a handheld pen-type, a desk monted type or something different?

Test strips are very general b ut may be adequate for brief checks. They are not very accurate. E-bay has some water test equipment or you can purchase quality equipment used by professionals.

You want to test for hardness and iron, primarily. TDS just shows dissolved solid count for drinking water quality as well as other reasons.
