Problem with an 8 month old kinetico 2060sod

Problem with an 8 month old kinetico 2060sod which was constantly discharging/draining. A posting member mentioned that It sounds like it is not metering properly I tried manually regenerating it but no success. The disc moved through all the cycles but water kept going to drain/discharge. Also, my plumber said he removed a small amount of sediment when he took the valve apart. After finding no prefilter in the cartridge I personally cleaned about one-eight inch of sediment from the 20" deep prefilter housing. So far this is the situation:

When I open both bypasses (first bypass controls well water delivered via a constant pressure mono drive pump to kinetico, and second bypass opens to deliver the treated water to house) regardless of the disc setting H2O goes not into the Tanks (2+1 salt) but out the drain. Could I be doing something preventing water from going directly into these tanks? Has anyone seen problems resetting systems attached to constant pressure pumps? Also, the float in the brine tank does not move vertically very easy; should n't it float flexibly up and down with levels of water? Could something be stopping untreated water from getting into the brine tank or brined water from getting back over to resin tanks?
