Help with Water Softener/Filter /RO unit purchase

I am in the market for a new water system for my house. I recently purchased a home and the water smells bad and my wife and I will not drink it. I have done a water test and the results are as follows.
Hard water 29 GPG
High chlorine level
no iron
PH 7

I had a Culligan guy quote me 4,500.00 dollars for a system and I am not about to pay that. I am an Engineer by trade and can install the system myself.

What I am looking for and have done some research on is a 40,000 grain softener, a whole house carbon filter and a R/O system for under the sink.
My results lead me to believe my best bet for the money would be a Fleck softener (donít know which to get yet), not sure on the carbon based filter yet and an Ispring R/O system for $190.00.
Can anyone give me some advice on what I should get or not get?

Softener I can see as well as a carbon system.
RO.. I would question and say wait till after the rest of the equipment to see if more treatment is needed.
Flow rate is some thing that needs to be taken into account. Number of bathrooms, bedrooms... number of people in the house.
A twin softener might be better.
A 1.5 cubic or 48K max
So there are some questions to answer and we should be able to get you closer to what will serve you now and in the future.
