Culligan Brine tank water or no water..

Culligan Brine tank water or no water..

I just bought a house with a Culligan Medalist Series 8.

Should the brine tank have water at the bottom. Mine is probably got about 6-8 inches with salt.
I've been watching the salt level and it doesn't look like it has depleted much.
I checked the time and that its set to regenerate daily.
I've kicked it off a couple times manually.

Culligan is one that fills at the end of its cycle , so there should be water in the salt tank or brine tank.
If the salt is not going down , then the unit is neither pulling out the brine or putting water back in.
Is the system in service? or is the bypass handle in bypass?
If you start a cycle does water go to drain?
