heat treating metal

I need to heat treat six wood chipper blades. They measure 1.5"x3"x1/4" thick. They are made out of annealed A2 air-hardened tool steel. I think I need them to be about Rockwell C50-C55. The supplier of the steel says they are Rockwell B89 - B99. Is there any way to do DYI this with a torch?
