water pressure

my pressure tank fed by well is leaking water from the release pipe.my water pump kicks in at 20psi like it should but kicks it up maxed out on my pressure guage,then works its way down as water is used.What is my problem.I figure the pipe leaking would be caused by excess pressure (which Im told is the way it was designed so that the tank does not explode).But what is my prob. with pressure?Is the problem my tank,or my pressure switch.It is quite a significant difference in pressure when the pump kicks in.So i believe the guage to be reading accurately.

There might be dirt in that relief valve that is allowing it to release prematurely.
