New pump continuously cycles
I bought a new pump and I can't seem to get it working right.
After I get it primed and running I can open the spigots and it will put out alot of water, while running continuously, with no air in the lines. When I turn the spigots off it will pump itself up to ~50 psi, then cut off, the pressure drops all the way down (3-5 seconds) and then kick back on. It will just do this over and over.
If I shut the gate valve on the inlet side just as it reaches max pressure the pump will cut off and hold pressure. If I shut the gate valve on the oulet side when it reaches max pressure it does the cycling on and off thing again.
Anyone know what the problem is?
Shallow well. 1" pipe pump at link above.

Maybe. I can't get the pipe out of the hole. The old pump worked fine for the 3 years I have been in the house. I only had to re-prime it once after the pipes froze, broke, thawed, etc.
When I bought the new pump my plan was to pull out the old pipe (1" PVC) and put a new pipe and foot valve in. But the pipe wouldn't budge so I had to leave it in.
Maybe I need to spend Sunday installing a check valve on the line unless someone here has a suggestion as to how to get the old pipe out...
