Can't remover pipe with packer

Help. My deep well system won't hold a prime. I'm assuming it's the check valve at the bottom of the inside pipe with the packer assembly on it. However, I can't pull the inside pipe out. It's stuck tight! Any suggestions on how to do this without breaking the pipe? It looks like it is a 1" PVC pipe inside a 2" metal pipe. Any suggestions? Thanks!

Figured it out!

Before anyone replies, I got it out. I just let water run down the well for a while. That seemed to loosen it up. It had probably been "out of prime" for 3 years or more. After a while it came right out, and sure enough, the foot valve was bad. Now it's raining so I can't put it back in.....

Was it the foot valve like you suspected? We have a well that has the same symptom (won't hold prime and low water volume)...so we're hoping that is the problem as well.
