well pump

I have a shallow well and pump when I turn water on I have good pressure then water pressure drops then picks up some and drops again then picks up again, etc.. Pump stays running the whole time. Is my tank water logged and how do I fix it if it is.

This does not sound like a water logged tank. A water logged tank would give rapid pump cycling on and off with a faucet open.

Is your pump a submersible or shallow well jet pump? If you don't know which, how many pipes come into the house from the well, one or two?

Sounds like normal pump operation to me. A normal pump system will cycle about 20 psi from pump on to pump off.
Do you have a pressure gage on the system? What are the pressure ranges?
