Well Pump delayed starting (submersable)

I have a situation where the pressure switch cuts in at 30 psi to turn the well pump on, but the pump doesn't start pumping water for about 15 to 20 secs. During that delayed start time, the pressure drops from 28 to about 10. Then, when the pump actually starts pumping, the pressure immediately returns to 28-30 and starts to fill the tank.

I just replaced the pressure tank and the empty precharge pressure is 27psi.

What gives here? There is a check valve between the tank and the pump, so I'm confused as to how the pressure could drop to 10psi with just the switch cutting in. Does the pump need replacing?

When you say that there is a check valve between the tank and pump, I assume that it's above ground.
There is another one right above the pump, and could be others, too, depending on the depth of the pump setting.
It sounds like there is a bad checkvalve down in the well. This may be letting water drain back down the well after the pump shuts off. If so, the pump must pump water all the way back to the surface before the pressure begins to build.
Do you have any idea how deep the pump is set?
