Unhappy Pulling out my hair!

I had a big problem with my water in the house.
I went and got a new pump from Canadian Tire.
I got a 1/2 hp jet pump and new foot valve for the cistern. I also replaced the line going into the cistern because there was a leak in the steel pipe before.
Now I have an H2ow-to tank.
I can not for the life of me get this pump to get more than 30lbs. of pressure into the system. Is it possible I did something wrong?
The pressure in the tank empty is 26lbs of air.
Is is possible the pump is not capable of doing more than 30lbs?
PLEASE help!

Need a few more details. Is the pump shutting off at 30 PSI or just running forever once it hist 30 PSI and not shutting off? I'm assuming this is a shallow-well jet pump (single suction pipe) but just making sure. If it's a shallow well jet pump you can check to make sure the jet itself (usually inside the pump chamber) is clean and free of blockage. If it's a deep well jet pump (2 suction lines) then the jet is where the two pipes join together down in the cistern.

It sounds to me like a plugged jet or blockage. Is the rate of flow good at 30 PSI but it just won't build any pressure? Is the rate of flow bad at 30 PSI? Is it any different at 20 PSI or even 10 PSI?

It was the pump itself.
