Sump pump hums when turned on but will not pump water out

Hello All,
I have a Zoller Pump, Model Number: Waste-mate 264. It�s about 3 1/2 years old. I did notice the pump would hum time to time and I would unplug it and plug it back in the electric outlet and it would pump the sewage. Well this time it will not. It just hums.
I managed to remove the pump (I see why Plumbers get paid), cleaned it up and test to see if the propeller spin and this is what I found.
1. When float is lifted the motor hums. (Switch is good)
2. When Motor first hums, the propeller does a quick forward/backward movement for a brief second and stops. (You�d have to really be looking to it budge just a flash of a sec)
3. When the motor is Humming, I can use my finger and give a slight push on the propeller and it will spin until I let go of the float. However, if I lift the float again it will hum and if I give the propeller a nudge with my finger, it will spin.
Last finding ... I put pump in a body (Box) of water and turned it on and after nudging the propeller, it pushed the water out with no problem. I let it do that for 15 min. because I had my water hose supplying the box to see if the pump would stop but it kept strong until the float went down to stop the motor.
Well ..... How can I fix it?

If the pump will start with help it's usually one of two things in my experience. The start windings in the motor are bad or the capacitor is bad (#21,18 or 27) depending on model. If the windings are bad it's probably not worth fixing. The pump would have to be taken apart to change the capacitor. You would need to know the resistance spec and use an ohm meter to check the start windings.
