Hi and welcome.

For a city tie in, a city or county approved plumber would be the one that would do that.
You may want to contact the city and get ther view on this.
In my county, a city licensed plumber has to make that tie in. It is not even legal for me as a home owner to touch a city sewer line.

Will the city allow you to run the piping after they tied it in ?

What I have seen done before is, the home owner ran the pipe out to around 3' or so of the main line
And the city took it from there.
Not knowing the depth of the main, calling before you dig could save youa lott of time.
A friend of mine had a new house tied in the city sewer. The main line was only 20' from his house, but was 14' deep.
Calling the county would give you more information on what you can and can't do.

In my town you pay a connection fee to the city ($800). The city then connects to the sewer and runs a line to the edge of the right of way, terminating with a clean out. Since the sewer is often under a street or on the other side considering all the digging and street repair the connection fee is pretty fair. After the connection has been installed it's the homeowner's responsibility (or their plumber) to get a plumbing permit and to run the drain line from the house to connect at the clean out installed by the city.
