What is this drain for? (Pics attached)
I didn't know where else to post this message.

What is this drain for? The reason I ask is because there has been water sitting in it for the last 9 months. It's raised just a bit since our most recent rain here in East Tennessee.
Also, is it stopped up, or is this the design of the drain? We didn't have any of these in California!

Looks like a storm drain to me as well. Those I've seen normally have a heavy cast iron grate....not the steel...but I'm sure either would work just as well.

Why has there always been water visible in the drain? Shouldn't it be completely empty or is there some sort of trap it has that keeps water visible?
I guess I'm asking, do I need to worry about having water visible in there all the time?

Ours always had some water unless we went a month of hot weather with no rain, and no one had over-watered their lawn or drained a spa or fish pond. Since it didn't really get any sun and was down in the cool earth...any residual water didn't evaporate.
The only concern you might have is mosquitoes. You could throw a chunk of a mosquito dunk down there every week or so if you aren't getting any rain.
