Water Returning from Tank to main line during water cuts

My water tank is 20 feet high. Public water service line is connected to it from top.
How ever delivery line also is connected to the main public water service line - to ensure to get water direct to house while filling the tank simultaneously.
Now the main public water line goes dry during water cuts. Then water in the tank goes back to the main line and down the pipe line to lower areas. So tank goes empty when there is a water cut on the main supply public line.
If I fix a Non-Return vale to the main public supply line (entry point to the garden ) - will it affect the pressure of water going up to 20 foot high tank or any other solutions you have please give me.

You only need one inlet from the public water system to the tank, on top. This will both refill the tank and supply the house equally well so long as the inlet has not run dry.
Meanwhile you can put a non-return valve (check valve) on the inlet line to keep water in the tank from going back into the public system. This will not cause any additional problems.
